If an item was passed but never picked up, it likely means that it was approved or agreed upon by a group or individual, but was not followed through with or taken further. This could be due to a variety of reasons such as lack of interest, forgetfulness, or changing priorities. In this case, the item may remain in a state of limbo, waiting to be revisited or acted upon at a later time. **

No, it is not up to the driver's license office to determine whether the MPU (Minor in Possession of Alcohol) was passed. The MPU is typically a court-ordered program for individuals who have been charged with underage drinking. The decision of whether the MPU was passed is determined by the completion and evaluation of the program, and the results are typically reported to the court. The driver's license office may require proof of completion of the MPU before issuing or reinstating a driver's license, but they do not have the authority to determine whether the MPU was passed. **
